Azerbaijan's Hijab Row: Why Are Schools Restricting Headscarves In A 96% Muslim Country?

Описание: Azerbaijan is facing growing protests over revised school uniform rules that have reportedly prevented hijab-wearing students from entering classrooms and pressured some teachers to remove their headscarves. The controversy follows a September 21 government resolution restricting additional clothing considered incompatible with school uniform requirements and secular education. Although approximately 96% of Azerbaijan's population identifies as Muslim, the country's Constitution defines it as a secular state and guarantees religious freedom.

Demonstrations, class boycotts and online campaigns have emerged in Baku and other districts. On October 12, the Interior Ministry announced 37 arrests linked to alleged confrontations, damage to educational institutions and disruptions to public order. Authorities have not publicly detailed the alleged offences or identified the schools involved.

Key highlights:
The government says the dress code supports secular education and common uniform standards.
Students have reportedly protested in solidarity with classmates excluded over headscarves.
Some teachers say they have been told to remove their hijabs or face professional consequences.
President Ilham Aliyev has warned against ideological interference, while commentators have raised allegations of foreign influence.
Demonstrations against the restrictions have also taken place outside Azerbaijan's consulate in Istanbul.
The controversy continues to test the balance between secular school policies, religious expression and children's right to education.
