Botswana already produces about 20% of the world’s diamonds and supplies roughly 70% of De Beers’ global rough output. Diamonds generate up to 40% of government revenue and around 75% of foreign exchange earnings. With strong institutions, a sovereign savings buffer through the Pula Fund, and low public debt, Botswana is not a fragile resource state.
As lab-grown diamonds now account for up to 45% of U.S. engagement ring sales, ownership not taxation may determine who adapts and who gets disrupted.
