The River That Moves Nations Lesotho, Botswana, and the 700km Water Highway
Water is the most political substance on earth. Nations have gone to war over it. But in Southern Africa, three countries just decided to do something different.
On February 11, 2026, the Southern African Development Community (SADC) approved US$1.83 million to advance the Lesotho-Botswana Water Transfer Project—a landmark regional initiative designed to tackle water scarcity and strengthen resilience across the region .
THE SCALE IS STAGGERING:
🇱🇸→🇧🇼 700+ kilometers – a pipeline crossing two international borders, from Lesotho's highlands through South Africa to Botswana
💧 150 million cubic meters – annual water transferred to water-scarce Botswana
💧 158 million cubic meters – supplied to Lesotho and South Africa along the route
⚡ 45 megawatts – hydropower generated at the dam site, adding clean energy to the grid
🌊 Retention dam – on Lesotho's Makhaleng River with over 1,200 million cubic meters capacity
WHY THIS MATTERS:
Botswana is one of the most water-scarce countries in the world. The Kalahari Desert covers seventy percent of its land. Population growth and economic expansion have placed increasing strain on water systems, especially during extended drought periods .
Lesotho, by contrast, is Southern Africa's "water tower." Its high-altitude catchments capture significant runoff from the eastern part of the region, which receives the highest rainfall . Despite making up just 3.4% of the Orange-Senqu River basin, Lesotho plays an outsized role in regional water security.
THE DIPLOMACY:
The project is coordinated by ORASECOM—the Orange-Senqu River Commission—which manages the basin cooperatively among Botswana, Lesotho, Namibia, and South Africa under the SADC Revised Protocol on Shared Watercourses .
When President Duma Boko of Botswana visited the proposed dam site in July 2025, Lesotho's Minister of Natural Resources, Honourable Mohlomi Moleko, described the project not merely as a water transfer scheme but as "a symbol of unity and shared responsibility between the nations taking part in it" .
President Boko affirmed Botswana's commitment, stating: "This will be a legacy of resilience, neighbourliness, solidarity, cooperation, and sustainable development" .
THE FUNDING:
The US$1.83 million comes from the SADC Project Preparation and Development Facility (PPDF) , part of the SADC-German cooperation framework funded by the German government and jointly implemented by KfW and the Development Bank of Southern Africa (DBSA) .
It will finance two critical components:
✅ Environmental and Social Impact Assessment (ESIA) – evaluating the project's environmental and social implications, identifying risks, and proposing mitigation strategies
✅ Comprehensive feasibility study – addressing financial, legal, and institutional frameworks to ensure long-term sustainability, exploring funding options, legal agreements, and governance arrangements
