Remember ColdHeat by Coleman? Released around 2005, it was one of the first portable soldering irons and it was also claimed to be safe to use as it was cool to the touch after soldering.
Here is a 2006 blurb from HowStuffWorks.com on how ColdHeat works.
"The heart of a Cold Heat tool is a broken circuit that travels from a few AA batteries to a tip that has two halves. The tip can look like one solid piece, but a dark insulating material keeps the two halves electrically isolated from one another. When you turn the Cold Heat tool on, the switch closes a circuit that also includes a small light. This light lets you know that the tool is on. But a parallel circuit -- the one leading to the tip -- is still broken. This circuit remains broken until you put something conductive, like solder, in contact with both halves of the tip. The solder completes the circuit, also allowing current to pass through a second light."
In short, when the split tip is shorted across something, an arc is created that is hot enough to melt solder.
While the ColdHeat does work, there is a definite learning curve. I could see it having it's perks and specific uses but it does take quite a bit of patience and time to use. About 3/4 way through the video, it powers the LEDs on one of the sides of the tree. This goes to show that it could probably introduce some unwanted power into circuits if in contact with specific pads.
