Operation Cactus was one of a kind as it was the first mission on a foreign land led by Para 6 Unit of Indian Paratrooper. The first and foremost challenge was gathering troops at Agra airbase and arranging 60 tonnes of jet fuel for the military aircrafts. The second challenge was to keep this mission secret until the Indian Forces land in the Maldives because the Indian government didn't want the rebels to have any hint of India's action through the media. The commanding officer talked to his colleague at ATC Trivandrum in Arabi to seek permission to fly out of India. On paper, the flight was marked as a regular Agra to Trivandrum journey. Radio silence mode was maintained until one of the aircraft carrying the paratroopers was spotted by a British Airlines carrier.
