Описание: Japan has taken a significant step away from its postwar pacifist policy by relaxing its weapons export rules — and Ukraine is paying close attention.

According to an exclusive Reuters report, Ukraine's Ambassador to Japan, Yurii Lutovinov, confirmed that the policy shift now allows defence talks between Kyiv and Tokyo that were previously impossible. "This allows us to talk. Theoretically, it's a very big step forward," he said.

The reform, introduced by Prime Minister Sanae Takaichi, maintains general restrictions on exporting arms to active conflict zones — but includes exceptions where Japan's own security interests are at stake. Ukraine believes it can qualify under that clause, given that both nations share a common concern: the growing military assertiveness of China and Russia.

Japan has long framed Ukraine's war as directly relevant to East Asian security. Former Prime Minister Kishida famously warned that "Ukraine today could be East Asia tomorrow," a sentiment that accelerated Japan's largest military buildup since World War Two.

Beyond direct arms, Ukraine is asking Japan for investment in its domestic air-defence capabilities — specifically to develop systems that reduce Kyiv's dependence on U.S.-made Patriot missiles, which are in short supply. Ukraine says it has the industrial capacity to produce these systems but needs funding.

Discussions are also reportedly underway about Japan joining NATO's PURL programme — a funding mechanism that has already delivered over $4 billion in military equipment to Ukraine, with Australia and New Zealand as its first non-NATO members.

Additionally, Ukrainian officials highlighted Japan's potential role in supplying electronics and micro-components for drone production, an area currently dominated by Chinese-made parts.

Ambassador Lutovinov summed up the opportunity: "The technology of Japan and the experience of Ukraine — if we can put them together, it would be a high-class product."
