Es la ley fundamental que organiza la vida en sociedad. Ordena la administración del Estado, regula los derechos, deberes, instituciones y la relación de los ciudadanos con el Estado.

¿CÓMO SERÁ EL PLEBISCITO PARA APROBAR O RECHAZAR LA NUEVA CONSTITUCIÓN?
El Presidente de la República debe convocar al plebiscito en el que el voto será obligatorio. Se realizará la pregunta: “¿Aprueba usted el texto de Nueva Constitución propuesto por la Convención Constitucional?”. Y se debe elegir entre las alternativas Apruebo o Rechazo.

¿QUÉ PASA SI SE APRUEBA LA NUEVA CONSTITUCIÓN?
El Presidente de la República debe convocar al Congreso Pleno para que, en un acto público y solemne, se promulgue y se jure o prometa respetar y acatar la Nueva Constitución.

CAPÍTULO II
DERECHOS FUNDAMENTALES Y GARANTÍAS
Artículo 32
1. Toda persona privada de libertad tiene derecho a la inserción e integración social. Es deber del Estado garantizar un sistema penitenciario orientado a este fin.
2. El Estado creará organismos que, con personal civil y técnico, garanticen la inserción e integración penitenciaria y pospenitenciaria de las personas privadas de libertad. La seguridad y administración de estos recintos estarán reguladas por ley.

WHAT IS A CONSTITUTION?

HOW WILL THE PLEBISCITE TO APPROVE OR REJECT THE NEW CONSTITUTION?
The President of the Republic must call the plebiscite in which the vote will be mandatory. The question will be asked: “Do you approve the text of the New Constitution proposed by the Constitutional Convention?”. And you must choose between the alternatives Approve or Reject.

WHAT HAPPENS IF THE NEW CONSTITUTION IS APPROVED?
The President of the Republic must summon the Plenary Congress so that, in a public and solemn act, it is promulgated and swears or promises to respect and abide by the New Constitution.

CHAPTER II
FUNDAMENTAL RIGHTS AND GUARANTEES
Article 32
1. Every person deprived of liberty has the right to social insertion and integration. It is the duty of the State to guarantee a penitentiary system oriented to this end.
2. The State will create organizations that, with civil and technical personnel, guarantee the insertion and integration into prison and post-penitentiary of persons deprived of liberty. The security and administration of these venues will be regulated by law.
