In 2025, new car registrations are set to exceed two million for the first time since the pandemic. On paper, that looks like a comeback. In reality, the market is being carried by fleets and businesses, while private buyers continue to step back.

Fleet registrations are rising sharply, supported by tax incentives and renewal cycles. Private demand, however, has fallen below pre pandemic levels. The reason is affordability. High living costs, expensive car finance and economic uncertainty are forcing households to delay big purchases or shift to cheaper alternatives.

At the same time, policy pressure is increasing. Electric vehicle targets are rising, but consumer demand is lagging behind. EVs reach a record share of sales, yet remain below official ambitions. Carmakers are responding with heavy discounting, while future tax proposals add uncertainty for drivers still deciding whether to switch.

This transition phase is also opening doors for new players. Asian manufacturers such as BYD and Geely are expanding rapidly in the UK, challenging established European brands. Meanwhile, the used car market is gaining strength, especially for affordable models and second hand electric vehicles that offer more predictable costs.

The UK car market in 2025 reflects a wider economic reality. Adaptive and innovative, but under pressure. The key question is no longer whether the market is changing, but whether consumers can afford to keep pace with policy driven transformation.
