글로벌 기후위기의 심각성은 상징적으로 2023년도의 여름이 기상관측 역사상 가장 더웠다는 점에서 알 수 있겠다.

이러한 기후위기의 대응으로는 첫째, 화석연로로부터 신재생에너지로의 전환, 둘째, 선형경제(linear economy)로부터 순환경제(circular economy)로의 전환 및 셋째, 정의로운 전환(just transition) 등이 긴요하다. 에너지 전환과 순환경제로의 전환은 우리로 하여금 ‘변화’를 촉구하고 있으며, 정의로운 전환은 취약계층과의 ‘공존’을 강조하고 있다.

에너지 전환의 글로벌 트렌드로는 우선 민간부문에서 활발한 투자와 기술개발로 인해 화석연료로부터 신재생에너지로의 전환이 가속화되고 있다는 점이다. 그러나, 정부간 논의에서는 작년 12월 두바이 개최 제28차 기후변화 당사국통회에서 지금까지 논의해 왔던 ‘화석연료’의 퇴출(phasing out ‘fossil fuel’) 대신에 의장국인 UAE와 산유국 등이 제기한 화석연료’배출’퇴출(phasing out fossil fuel ‘emissions’)’로 논의를 전환시키고 ‘에너지 중립성’을 강조하면서 에너지 전환이 새로운 도전을 맞이하고 있다.
에너지 전환의 또다른 추세는 순환경제로의 전환과 맞물려 동시에 추진되고 있다는 점이다. 예를 들면 내연기관 자동차에서 전기자동차로의 보급확대 등을 통해 에너지 전환을 도모하면서, 동시에 전기자동차의 핵심인 배터리를 재활용하여 순환경제를 추진하면서 자원 절약 등 보다 친환경적으로 에너지 전환이 이루어지고 있다.

또한, 이러한 전환 추진과정에서 취약계층을 지원하는 ‘정의로운 전환’도 함께 추진되어야 전환이 보다 순조롭게 이행될 것이다. 그러나, 이에 대한 구체적인 로드맵이 아직 없는 상황으로, 향후 이와 관련된 논의와 계획이 조속히 수립되어야 할 것이다.

Climate change has apparently become one of the most serious global crises in terms of a meteorological milestone of 2023: the highest summer temperatures observed in history.

In response to this urgent crisis, three pivotal strategies emerge: (1) the imperative transition from fossil fuels to renewable energy sources, (2) the fundamental shift from a linear to a circular economy model, and (3) the paramount importance of ensuring a just transition. The call for energy transition and embracing a circular economy emphasizes the necessity for embracing "change," while highlighting the significance of fostering "coexistence" with vulnerable communities.

A notable global trend in energy transition is the accelerating momentum towards renewable energy sources, fueled by robust investments and technological advancements within the private sector. However, recent governmental deliberations, notably at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change convened in Dubai last December, have steered discourse away from the conventional “phasing out fossil fuels” rhetoric towards a nuanced dialogue surrounding "phasing out fossil fuel 'emissions.'" This paradigm shift, championed by the host government and presidency, the United Arab Emirates, and fellow oil-producing nations, underscores the critical notion of energy neutrality and introduces fresh challenges to the energy transition narrative. Concurrently, the transition towards a circular economy seamlessly aligns with the trajectory of energy transition. For instance, the widespread adoption of electric vehicles over internal combustion engine counterparts not only advances energy transition but also propels a circular economy through avenues such as battery recycling and resource conservation, thereby fostering environmental sustainability. Moreover, a just transition framework, imperative to navigate this transformational period, necessitates steadfast support for vulnerable populations. Nonetheless, the absence of a definitive roadmap highlights the pressing need for substantive discussions and coordinated planning to facilitate a seamless transition.
