Inkscape is a very useful tool and perfect for making thumbnails. In this video we walk through a typical thumbnail example:
00:00 - getting started
00:24 - set the resolution of the document
01:20 - create the background layer
02:45 - create the text layer
05:03 - create a simple drop shadow
06:23 - use a filter to create a drop shadow
06:40 - create a text outline
07:44 - get an image and cut out the background
11:02 - create a outline for the image
13:18 - create a recursive effect
17:54 - export to png
