Despite Manipur's state government devoting enormous resources and effort to tackle illegal poppy farming, it continues to be a source of livelihood for a large section of rural folk. State records suggest that the illegal cultivation of opium poppy has steadily increased over a span of five years. This year, farmers grew poppies on three times as much land as they did in 2017. But there is also the issue of land ownership and land use as one claims responsibility for the land used for growing poppies.
