Hawaii lawmakers are weighing tougher ways to deal with feral chickens, as residents complain about noise, mess, and growing flocks.

Residents and lawmakers describe neighborhoods in Honolulu where roosters crow at 3 a.m. and birds dig up yards. A bill would let residents kill chickens. Others label them a controllable pest on public land.

Another measure fines people who feed or release them. Some animal advocates are pushing back. Honolulu offers a program to trap chickens on private property, but it costs money and complaints about feral chickens keep rising.
