Nexon finally launched the game in South Korea yesterday. It's available for both Android and iOS. Looks like some people has reported ip-block for mobile devices while it runs on emulators without VPN. There is metion for emulators in the official game website, supported ones are Bluestacks, Nox and Memu, but I tried with LDPlayer and Peak and it's working too. The game has a 720p forced resolution and some effects like DoF are missing on emu but still playable with nice framerates.
