A more expensive category is the investor and property-owner residency, created to facilitate long-term stay for those who own assets or run businesses in the country. The annual fee for this category has been set at KD 50 per year, reflecting Kuwait’s aim to promote legitimate investments while still maintaining regulatory oversight.
Perhaps the most notable introduction is the self-sponsored residency under Article 24. This new category allows foreigners who have independent income or the financial means to reside in Kuwait without needing an employer sponsor. The fee for self-sponsored residency has been set at KD 500 per year, making it the most costly but also the most flexible form of residency, appealing to professionals, retirees, or financially independent individuals seeking long-term presence in Kuwait.
Fees for dependents have also risen. Dependents of standard residents—such as spouses and children of private-sector employees, government workers, or students—are now subject to a KD 20 per year residency fee. Dependents of investors, property-owners, and clergymen pay KD 40 per year, while dependents of self-sponsored residents must pay KD 100 annually, showing a tiered structure based on the resident’s category. Additionally, sponsoring extended family members such as parents or siblings now costs KD 300 per year, a significant increase from the earlier rate.
Residency for domestic workers, including housemaids and drivers, has been kept at a modest KD 10 per year, reflecting Kuwait’s reliance on household support workers.
Temporary residency fees have been restructured as well, with monthly charges applied for short-term extensions, especially for those preparing to leave Kuwait or in transitional situations.
Overall, Kuwait’s new visa and residency fee system introduces clearer categories, higher financial requirements, and stricter conditions. While the reforms enhance regulation and transparency, they also increase the cost of living for expatriate families and workers.
