Founded in 1970 by two teenagers on Cicero Avenue, UTVLs quickly grew from a small clique of kids extorting classmates into a powerful narcotics operation that controlled major blocks on Chicago’s West Side.
We trace their origins in the Austin neighborhood, their early crimes around Louis Armstrong Elementary, and their evolution into a heroin empire during the 1980s — including the infamous Courtway building and the “Highway Beef Stand” drug spots. Despite federal crackdowns and life sentences handed down to founding members Eddie “Hi Neef” Richardson and Carmen “Redman” Tate, the gang never disappeared.
Today, their last surviving set — CMT/4Deuces — still operates in the shadows of Van Buren and Cicero, surrounded by rival gangs and haunted by decades of street warfare, federal indictments, and loss.
