I claim that every seed can score at least "e20." The way we're going to test this is by doing High Score Speedruns. Today, we have 2 hours to score e20 on three decks, back to back.
BalatroU has a bunch of talented artists, but Kitty is the one who did most of the emotes you see in the video thumbnails. She does pixel art, too, including many of the Jokers for the Extra Credit Mod.
