SECTION 26, ARTICLE VI OF THE 1987 PHILIPPINE CONSTITUTION

Have you ever been curious about how laws are made?
It starts with a BILL proposed by either house in the Congress. In this video, the first-year law students of Mindanao State University - GenSan College of Law will enlighten you about the processes that a certain bill undertakes to become a law. It does not happen overnight. It undergoes scrutiny, extensive research, debate etc. to identify if it addresses a certain problem in the society. As stipulated in Sections 26, Art VI of the 1987 Constitution of the Philippines, no bill passed by either House shall become a law unless it has passed three readings on separate days, and printed copies thereof in its final form have been distributed to its Members three days before its passage, except when the President certifies to the necessity of its immediate enactment to meet a public calamity or emergency.
The group of Ms. Jerlyn Bernal, Ms. Kia Jane Llamas, Ms. Merry Ann Brizuela and Mr. Regis Bartolo comprehensively explained in this video the steps of how a bill becomes a law. This video also emphasized that law-making under the Constitution is a joint effort of the legislative and the executive as highlighted in the case of ABAKADA vs. PURISIMA, G.R. No. 166715.
Video-making is not really everyone's talent and so is our group. Every single member of our group is busy with their work and in preparation for the finals. It became hard for us to have a schedule where we are all free to shoot or plan for the script. At first, the preview that we sent to Atty. Mann was an individual work where we just took a video of ourselves and sent it and paid a certain someone for a rush edit. It defeats the very purpose of why we have this project in the first place. That is to collaborate with one another and discuss as a team. It is like passing a project for the sake of complying.
What tickled the competitive spirit within us, is when an incentive was brought up. It inspired us to hustle more and do better. And so, we scheduled a meet up and booked a hotel. There we realized. It is better when there is what we call "teamwork." We get to say to one another how to be conscious of the word "House of REPRESENTATIVES." It took a lot of cuts and retakes to achieve and master it just like how we were told.
Finally, here it is. We hope to contribute a little information to all aspiring lawyers out there and inspire more to do better, be better and never settle for less. Enjoy watching! 😊
