Landlord participation in Section 8 is optional, although some areas mandate acceptance of Section 8 tenants as part of anti-discrimination laws. In participating areas, landlords enter into a contract with the local public housing authority (PHA), which guarantees a portion of the rent through HUD funding. The other portion is covered by the tenant.

5. Benefits and Challenges

The Section 8 program offers low-income families the opportunity to access better neighborhoods, which may improve access to jobs, schools, and healthcare. However, the program faces challenges, including long waiting lists, limited availability of housing, and reluctance from landlords in certain areas to participate due to bureaucratic requirements or stigma associated with the program.
