Last night, there was an engine noise you could hear from my apartment on the 4th floor with the window closed every 8 minutes and 34 seconds on average. Could you sleep well under these conditions? These noises are loud enough to pierce through earplugs and wake me up. During the day, they interrupt conversations. Somehow, the city seems helpless to do anything about this constant nuisance.
