STORYLINE
The Indian state of Rajasthan is suffering its worst drought for more than a century. Other parts of the country are also suffering from a lack of monsoon rains in 2002 - which was designated an all-India drought year. Cases of starvation have been reported among the poorest Rajasthan communities. But while malnutrition is acknowledged by the authorities, they say there is no famine. Either way, disputes between the BJP-led central government in Delhi and the Congress Party-led state government in Jaipur over the handling of the crisis means there has been only limited action.
