I'm not under any illusion that the Speaker will do that. He has demonstrated that he is reluctant to bring anything to the floor that is not blessed by the White House. But again, we would ask on behalf of not just Democrats but also Republicans for him to do that."

STORYLINE:
The chances of passing a resolution to limit President Donald Trump's powers as commander in chief in the House are uncertain. Still, a bipartisan measure aimed at restraining his authority has been reintroduced, sponsored by Representatives Jim McGovern, D-Mass., and Thomas Massie, R-Kent.

This measure failed last month with a vote of 211-213.
