Is the Carney and Eby condo buyback plan affordable housing or a developer bailout? In this video I break down exactly what the federal and BC governments announced for Metro Vancouver's unsold condo inventory, what it means for buyers and sellers, and why the real test comes this fall.
What is the Build Canada Homes condo buyback program? Through Build Canada Homes and BC Housing, the government plans to purchase more than 2,200 vacant, completed condo units in priority growth areas across Metro Vancouver and convert them into below market rental housing. These are finished units sitting empty, not presale projects.
Why is this happening now? CMHC data shows over 4,300 completed condos sitting empty in Metro Vancouver last month alone. Developers built during the boom years, demand did not show up, and financing costs are piling up on unsold inventory.
Is this a bailout? I walk through both sides of the debate. Critics say this shifts developer risk onto taxpayers, especially with pricing details not yet public. Supporters say buying existing housing is faster than building from scratch and BC Housing ends up owning real assets that house real people.
What else was announced? Alongside the buyback, the federal and provincial governments are putting up to $3.2 billion toward cutting development costs by as much as 50% in priority communities, potentially saving developers up to $40,000 per unit.
What does this mean for buyers and sellers in Greater Vancouver? Inventory remains elevated, population growth has slowed for several quarters, and the broader price correction has not fully played out. This program signals government intervention but does not change current market fundamentals.
