Mr. President, Mr. Speaker, Members of the Congress:

The opening of this new session of the Congress finds the United States in a position of strength and responsibility such as has never before been experienced by any nation in the history of the world.

We are strong because we have recovered from the war more rapidly and more fully than any other nation. We are strong because of our vast resources, our advanced industrial economy, and the skill and enterprise of our people.

We are strong because the spirit of our people is firm and our ideals are uncompromising. We believe that all men are created equal and that all nations have equal rights. We believe that peace should be built on the cooperative effort of free peoples working together in a system of free governments.

These are not just slogans written into our Declaration of Independence and our Constitution. They are living principles which give vitality to our democracy.

The United States has become great because we have been a free people. Our nation has prospered because we have believed in the dignity of the individual and in the right of each citizen to engage in honest work and to receive a fair return for his efforts.

The progress we have made has not been the result of luck or of happenstance. It has been made possible because our people have worked together for a common purpose — because each citizen has had an opportunity to share in the nation's progress and to contribute to it.

Now that the war is over, we face new problems. The war has left the world with a legacy of disorder, confusion, and suffering. The peace we fought for has not yet been fully achieved.

The greatest obstacle to peace is the division of the world into zones of influence and special privilege, and the failure to apply the principle of equal rights to all nations and peoples.

The United States has a profound interest in the development of a peaceful and prosperous world. Our own future is inseparably linked with the future of all nations. We must help to create the conditions of freedom and well-being in which peace can grow.

To achieve that purpose, we shall continue to support the United Nations and to work for the progressive development of international law and organization.

We shall continue to extend our help to those nations which are threatened by aggression or which need support in preserving their freedom.

We shall continue our efforts to reduce the barriers to world trade, and to aid in the reconstruction and development of the war-shattered areas of the world.

We must continue to provide leadership in the struggle to lift the standard of living and to promote the well-being of all peoples.

At home, we must press forward with the development of a strong and prosperous economy. We must work together to expand the production of goods and services, to provide jobs for all our people, and to improve our standards of living.

We must continue to provide for the national defense and to maintain our armed forces in a state of readiness.

We must carry forward the great social programs which were begun during the New Deal and the Fair Deal. These include programs for health, education, housing, and social security.
