This online EPC Update and Post-summit Briefing analysed the discussions and outcome of the special European Council on 17-18 April, where EU leaders tried to make progress on agreeing a Strategic Agenda for 2024-2029, which will be drafted and submitted to the June European Council alongside a roadmap for future work on internal EU reform.
Questions addressed included: How far have heads of state and government come in identifying clear priorities for the next five years? Which issues are likely to be high on the Strategic Agenda, and are EU leaders ready to go beyond just listing them to set out the concrete actions needed to implement them? How ambitious are they likely to be and, will member states be ready to put “their money where their mouth is” when delivering on those ambitions? Finally, can they agree on a roadmap for internal EU reform to prepare for potential enlargement to 30+ member states in the next decade?
