Описание: One on One with S. Korean President's Special Advisor On Foreign Policy Alliance, N. Korea Policy Under Biden Administration

As one of the most consequential bilateral relationships in the Asia-Pacific, South Korea, U.S. cooperation will continue be crucial to the shaping of the future regional order.
With a new President-elect in Washington, how can the United States and South Korea more effectively coordinate on various issues including North Korea, China, and the Asia-Pacific region?
As the Biden, Harris team put together their experts in foreign policy, economy, healthcare, and Covid among other things for the transition team, officials here in South Korea are also moving quickly to get off on good footing with an important ally.

I have here with me Dr. Moon Chung-in, Special Advisor to South Korean President Moon Jae-in for Foreign Affairs and National Security.
Dr. Moon, thank you for your time today.

President Moon Jae-in and President Elect Joe Biden held their first official phone call earlier this morning. I'm sure you had been advising the president in various ways.
The two reportedly agreed to meet at an early date after January 20th, 2021.
When are we looking at exactly?

We got readouts from both Seoul's top office and the Biden transition team. It appears their first phone conversation was amicable. What did you make out of it?

But, there are speculations that the Biden administration may want to restart the stalled South Korea, U.S. joint military exercises that's been on a halt under President Trump.
How will the Moon administration respond to such proposal should there be one from the Biden government?

Many here believe alliance issues such as the Special Measures Agreement will be on smooth sailing under Biden as he's vowed not to use troop presence to "extort" South Korea.
Sources here say they anticipate the deal to close with a 13-percent increase which is reasonable - that's about 1 billion dollars per year. Would you agree with that?

The congratulatory tweets from world leaders are still trickling in for Mr. Biden, but already a host of urgent international issues are begging for the attention of President-elect Joe Biden and his team.
Korean peninsula watchers are concerned that Korean peninsula issues and North Korea will not be too high up on Mr. Biden's agenda. One, are you worried as well and two, do you think this will lead North Korea to launch a provocation very shortly after Biden takes office?

Staying on North Korea, President-elect Joe Biden is unlikely to approach North Korea the way President Trump did.
Instead he looks set to replace it with more workmanlike ground-level diplomacy.

How should the Moon government coordinate with the new Biden administration for North Korean denuclearization?

Do you think the two Koreas are in any kind of correspondence with each other to discuss about the new leader in Washington?

You may not agree with this, Dr. Moon, but there are Korean peninsula experts who argue the state of inter-Korean relations tend to follow Washington, Pyeongyang relations. This may be true to a certain degree. How do we make sure the two Koreas maintain our relations independent from North Korea, U.S. ties?

I want to talk about the U.S., China competition under President-elect Biden.
The Obama administration began a rebalance toward Asia.
How do you see a Biden administration setting itself up to deal with China?

Will the Biden administration go back to the go back to Trans-Pacific Partnership?
What do you advise South Korea to do if Seoul were to be offered membership?

Last but not least, what about Seoul, Tokyo ties under Biden administration?

Thank you as always, Dr. Moon. We appreciate your expertise and eloquence, but mostly your kind heart. Thank you.
