Due to the realization that their older models are getting more and more obsolete, Nieuport had to develop a new fighter to stay in the game of military aircraft design. The result was the "28.C1" biplane design, that took some inspiration from the structure of "SPAD S.XIII" by adding a lower wing with a larger surface area then the previous designs, moving the ailerons to the lower wing and adding a second wing spar on either side. A new feature was also the addition of a second Wickers machine gun mounted behind the engine.
Aldo the planes performance wasnt bad, it got outmatched by the before mentioned "SPAD S.XIII" already in service, so the French pilots refused to fly the "28.C1" and the French saw the design as unnecessary.
Most of the built "Nieuport 28" variants saw service with the Americans in 1918. In service the "28.C1" proved itself as a nimble fighter but had a major weaknes as the upper wing could break during high speed dives.
