This song is about a hero who believes that in order to save those he cares about he has to become the villain. At first he wonders what the difference between a hero and a villain is before deciding there is no difference.
It's just a question of who will make the hardest choice; to become the evil everyone fears to save them all. In the end he doesn't seek redemption or forgiveness regardless of how desperately he may want to, because he knows that what he did had to be done to save everyone else.
