Targeted support is being offered to public housing tenants locked-down in nine virus-affected towers around Melbourne.
Overnight 74 new coronavirus cases have been identified in Victoria, 53 of those do not know how they became infected.
Up to 3,000 people living in social housing have been told they can't leave their homes for five days over fears some may have been exposed to the disease.
Affected residents will be offered hardship payments and won't be forced to pay rent for two weeks.
Employed tenants will receive $1500 and unemployed will receive $750.
