Описание: Slumlords and absentee owners made up most of the home and property owners in Alton, Illinois in the past. No regular building codes lead too many run down large old homes being divided into tiny apartments and being rented out at low cost. In an attempt to improve “ housing Stock” the former mayor adopted international building codes and when it came time to get new occupancy permits, many were denied. With absentee owners and slumlords unable or unwilling to make repairs many went up for sale. With an abundance of rundown old homes with cracked foundations and faulty plumbing and wiring for sale no buyers were found. The investment to bring properties up too code was just not worth it.
