Keenly observed, dear viewer. But while the NES was more than two years from hitting the mass market in North America, the Popeye port that wouldn't arrive there until 1986 was already being introduced in Japan on Nintendo's new console, the Family Computer (Famicom) in 1983.
DISCLAIMER: There is a moderate audio glitch apparent in the ROM for this game as being played through RetroArch for this video. It's noticeable at points, but not overbearing. I'm calling that out up front before any comments come in.
