TVET REFORMS STAY ON TRACK: NO FEE Hikes, GOVERMENT ASSURES
During a press briefing held in Nairobi, Principal Secretary Dr. Esther Muoria moved to calm growing public anxiety over the ongoing TVET modularisation reforms, assuring trainees, parents, and institutions that fees will remain capped despite the transition to a modular learning system.
Speaking firmly and with clarity, Dr. Muoria emphasized that the reforms are learner-centered, cost-sensitive, and industry-driven, designed to make technical skills training more flexible without pushing the financial burden onto students.
What the PS Said, In Plain Terms
No hidden charges. No fee increments. Modularization will not be used as a backdoor to raise costs.
Pay-as-you-learn flexibility. Students will progress module by module, allowing them to pause, resume, and upskill without restarting entire courses.
Quality comes first. The government is strengthening accreditation, trainer capacity, and industry alignment to ensure modules translate into real jobs.
Equity protected. Vulnerable learners will continue to benefit from capitation, scholarships, and targeted support.
Why Modularization Matters
Dr. Muoria noted that modularization responds to the realities of today’s job market, where skills evolve fast and learners need short, stackable credentials that lead directly to employment or entrepreneurship. The system allows trainees to earn certifications incrementally, enter the workforce sooner, and return later to advance their qualifications.
Addressing the Concerns
Acknowledging fears raised by students and TVET managers, the PS assured stakeholders that:
Government capitation frameworks are being aligned to the modular system.
Institutions are under instruction not to levy extra charges.
Continuous stakeholder engagement will guide implementation and correct gaps in real time.

The message from Nairobi was unequivocal: TVET reforms are moving forward, without squeezing learners. The government’s position is clear, access, affordability, and quality must move together. As Kenya bets on skills to drive industrial growth, TVET remains a cornerstone, and learners won’t pay the price for reform.
