What is Governance
Governance is a result-oriented people’s initiative through some pre-defined structures and processes that destined to create a favorable environment for the best possible realization of human aspirations.
Governance = Structure + Process + Result

True Local Governance is composed of Six sets of Institutions
Field Administration composed of Four streams.
Elected Local Government institutions
Private Profit sector
Private Non-profit sector
Community
Family/Household/Individual

How to bring Synergy among all Stakeholders
Rules of Engagement has to be established
Resources sharing mechanism need to devised
Sharing of Power, authority and responsibility as well as
Accountability mechanism has to be established
Transparency of process is an urgent need
Monitoring and Evaluation of output is essential

Problems of Local Governance In Bangladesh
Absence of “rules of engagement” among the stakeholders
Re-allocation of the role according to the need and capacity
Absence of role differentiation among different actors
Informal personalized authority rule over formal-legal authority
Over-centralisation of authority and lack of rational decentralization
Too much power with too little accountability
Too much expectation with too little power, resources, and capacity to deliver

Some Recommendations
Age-old field Administration from Division to Union need critical overview and Reform
Many of the old departments outlived their utility and many emerging issues need to be addressed
Local Government and local democracy need critical review and reform in its organization, function, finance, power, authority, staffing pattern, and many other areas.
The role and function of the private sector need recognition and have to be brought under the proper regulatory system
Role of Community organizations has to be defined and strengthened
Individual freedom and democracy at all levels must be upheld
