Yes, stretching can lengthen a muscle, and over time time increase your range of motion.
BUT... it works extremely slowly, and while at the same time causing antagonistic muscle activation.
Does kicking a ball through a basketball hoop work? Technically yes... but is it affective at shooting high percentage shots... NO... absolutely it is not.
You will get more range of motion by using "reciprocal inhibition" in one week than you will with traditional stretching and muscle guarding in 60 days.
