Officer Justin Raphael of the Portland Police Bureau stops a Honda Civic for no front license plate and failure to use turn signals. The driver of the Civic immediately exits the vehicle. Officer Raphael commands the driver to get back into the vehicle. The driver disobeys Officer Raphael's commands and takes off running... in a straight line, down a long straight street. While running the suspect has a dark object in his hand and is reaching at his waistband. Officer Raphael believes the fleeing driver is holding a gun. Suspect runs out of gas and lays on the asphalt. The driver has no gun only a warrant. He is put into a vehicle and driven back the initial traffic stop. Officer Raphael talks with the suspect about his meth habit and imparts some words of wisdom before he is taken to jail.
