So, the main difference between them is their wording.
The wording and resultant abbreviation of OWI and DUI are the most apparent between the two crimes, often used interchangeably to denote drunk driving. OWI is an acronym for “Operating While Intoxicated,” whereas DUI denotes “Driving Under the Influence." This terming difference of what might be the same offense results in huge disparities in interpretations and even accompanying consequences.
Therefore, a slight wording difference between OWI and DUI results in amplified interpretation disparities.

Application
A huge application difference arises between OWI and DUI due to their first component. "Operating" and "Driving" come first in OWI and DUI, respectfully. The vehicle must be in motion for the DUI offense to be actualized; this is not the case in OWI. In the latter, the perpetrator can be charged with the offense whether the vehicle is in motion or not. This offense can be actualized by a mere running of the vehicle's engine or other components, such as indicating lights.
Therefore, OWI is specific, while DUI is general.

Adoption
OWI's specific nature and focus on detail result in its widespread adoption in some states compared to its DUI counterpart. As aforementioned, OWI charges can be issued even if the vehicle the perpetrator was operating was not in motion. The OWI charges cast a wider net than its DUI substitute, which becomes valid for a moving vehicle.
Therefore, OWI charges have a more widespread adoption in some states.

But do they have similarities?
Of course, yes! OWI and DUI charges have more similarities than their disparities. For instance, they both refer to intoxicated driving and can be applied whether the intoxication was from alcohol or other substances that can compromise an individual's driving capabilities. Equally, both charges have similar penalties in most states, ranging from fines, license suspension, admission to rehabilitation programs, or jail term in worst-case scenarios.

So, to sum up, how do they compare- OWI vs DUI?
There is no better charge than the other between OWI and DUI. However, I find the preference for adopting one charge over the other in states applying both charges to depend on the involved party and the circumstances. For instance, the perpetrator may prefer to be charged with DUI rather than OWI if the vehicle is stationary, as they may go unpunished.
