20 years after the advent of democracy in South Africa many communities are still left without the water and electricity promised to them. One such community is in eThembeni, Grahamstown East. People in informal dwellings have been promised infrastructural upgrades by a local councillor and his committee, and though a few road works have begun, some residences are upset that they are being made to move their houses and rebuild without money or assistance from Makana Municipality to do so. Other residents are happy to move if it means they will have electricity, but with no clear message from anyone in authority, nobody in the area knows precisely what is going on.
