Jonathan Ross voluntarily positioned himself in front of Renee Good's vehicle, violating ICE training and policies that explicitly prohibit officers from placing themselves in front of moving cars or firing into vehicles.

The cell phone footage Ross himself recorded before the shooting shows him circling Renee Good's vehicle, documenting her license plate, filming her dog in the backseat, and capturing the moment she smiled and said "it's okay, man, I'm not mad at you" before he killed her. ICE officers gave conflicting orders while Ross positioned himself directly in front of her car, switched his phone to his left hand, drew his weapon, and fired three shots into her head through the windshield.

The second and third shots were fired when Ross was beside the vehicle, no longer in any physical danger, as Renee Good's car moved past and away from him. Her wheels were turned away from the officers. The legal analysis covers how creating volatile situations, using excessive force, provocation, and committing felonies all negate self-defense claims. Ross violated multiple ICE policies: positioning himself in front of a vehicle, firing into a moving car, and failing to render aid after shooting Renee Good.

Hennepin County District Attorney Mary Moriarty is collecting evidence, witness statements, and video footage for murder charges against Jonathan Ross. The federal government cannot prevent state prosecution of a citizen killing another citizen within the district attorney's jurisdiction, regardless of the killer's federal employment status.
