In 2025, various lawsuits and oversight reports have documented allegations of illegal surveillance, harassment, and discriminatory practices by the
New York Police Department (NYPD) and the Fire Department of the City of New York (FDNY) targeting Black men.
NYPD Surveillance and Harassment Allegations
Civil rights organizations have challenged several NYPD practices as being forms of unlawful stalking or discriminatory surveillance:
Gang Database Class-Action (2025): A federal class-action lawsuit filed in April 2025 alleges that the NYPD’s "Criminal Group Database" (the Gang Database) is used to disproportionately target and harass Black and Latino New Yorkers. Plaintiffs, including three Black men, claim that inclusion in the database leads to continuous surveillance and harassment by officers, even for those not suspected of any specific crime.
Facial Recognition and Mass Surveillance: Records released in late 2025 through a lawsuit by Amnesty International and the Surveillance Technology Oversight Project (S.T.O.P.) revealed that the NYPD has used facial recognition technology to identify and surveil individuals based on "unsolicited reports" of "suspicious" behavior. Research shows these cameras are more densely concentrated in neighborhoods with higher populations of non-white residents.
Unconstitutional Stop-and-Frisk (2025): A July 2025 report from a federal court-ordered monitor found that an elite NYPD unit, the Community Response Team (CRT), conducted unconstitutional stops and frisks, with 97% of those targeted being Black or Hispanic men.
FDNY Discrimination and Harassment
While less frequently linked to community "stalking," the FDNY has faced significant legal action regarding systemic harassment and discrimination:
$29.9 Million Settlement (2024/2025): In late 2024, a major settlement was reached in a racial discrimination lawsuit involving fire protection inspectors who alleged they were underpaid compared to white counterparts.
Oversight Legislation (2025): In early 2025, New York City Council members introduced legislation to expand the Department of Investigation’s (DOI) oversight of the FDNY. The bill aims to address "persistent challenges" regarding how the department handles discrimination and harassment complaints filed by Black and female firefighters.

Civilian Complaint Review Board (CCRB): Report NYPD misconduct, including racial profiling or abuse of authority, via the CCRB online form.
NYS Division of Human Rights: For incidents occurring on or after February 15, 2024, individuals have up to three years to file a complaint of unlawful discrimination.
