This fan uses a 2 wire connector. 
Blue wire & white with a green tracer wire. 
One is power & one is ground. 

A consistent pulsing or blinking ground
indicates a pulse width modulated circuit turned on
or ground side switch circuit turned on
and not necessarily a bad GND.

This is a typical control method for a high speed fan motor.

The power probe 4 allows you to identify
these commonly used control methods with
more accuracy. Or obviously a scope could be used.

I used a power probe 3

The resistor has 4 wires. 
2 wires lead to the fan and are the same colors. 

The other 2 wires on the resistor must have power and ground as well.. even without looking at a wiring diagram this is basic electrical fundamentals. This knowledge will help you diagnose quicker and with more confidence. 

If you have power coming into the resistor but not coming out of it towards the fan than you can be assured the resistor is the problem.
