Title: "SAVED FROM THE WAVES. Colonel Wilfred Ashley opens new Sea Wall costing £100,000 at Devon's noted beauty spot".
M/S of a group of dignitaries sitting on a platform in front of a village hall type building, a town crier in a cloak and tricorne hat rings a bell and reads from a scroll. M/S of the sea front, a crowd has gathered to listen to the town crier (seen in the foreground of the picture). M/S of a crowd gathered around a ribbon stretching across a road, a moustachioed man (Colonel Ashley) steps forward to cut it.
M/S of the Colonel and his fur draped wife walking under an arch to be the first to stroll down the new sea wall, a crowd of dignitaries follow him. Low angled shot of the feet of the crowd walking along the sea wall.
Intertitle: "The task that has to be faced!"
Panning shot of the beach and the sea front, workmen try to repair the damage done to the old sea wall. M/S of a large wave crashing over the dilapidated wall and onto the promenade. M/S of waves breaking against the new sea wall. Panning shot of people sitting and standing on two levels of the new sea wall. High angled shot of crowds wandering down the new promenade.
