According to Papenfus, rather than fostering broad-based wealth creation or economic growth, the policy primarily benefits a small elite while contributing to value destruction in the wider economy. He argues that BEE has fallen short in promoting entrepreneurship and upskilling large segments of the population, limiting its long-term impact.
