ARE WE LACKING IMPLEMENTATION OF LEGISLATION ??
I am speaking "for the topic" however it's my personal view. India is such a diverse nation and is capable enough to bring reformations. Our nation has so many laws but what it lacks is proper implementation, if it is enforced properly then the chances of commission of crimes and irregularities in the legal system will be less.
