The m1899 is a story exclusive pistol which can be only obtained after completing the last mission of chapter 3 "The Battle of Shady Belle" meaning it is available from chapter 4 onwards. It can also be bought exclusively from the saint Denis gunsmith for 150 dollars but there is a way to get it for free. Head over to Bronte's mansion in Saint Denis and you can get M1899 on almost every Bronte goon , just take them out and you got your M1899. Note- it is not available in red dead online , as the gun is from year 1899 and online mode takes place one year before the main story.
