On Thursday, December 4, 2025, at approximately 9:18 a.m., I was contacted by Officer Hendricks with the Fort Smith Police
Department (FSPD). She advised that Detective Restine, also with FSPD, was following Bryson Cox in an unmarked unit. Mr.
Cox was described as operating a black Jeep SUV displaying a fictitious Arkansas license plate, ABZ28B. They also advised
that Mr. Cox had been involved in a physical disturbance near the Red Lobster off Rogers Avenue. In addition to the
disturbance, Mr. Cox was reported to have a felony warrant through the Arkansas Board of Parole. Detective Restine then
advised that Mr. Cox was traveling at a high rate of speed southbound on Interstate 540 from the 8-mile marker.
At 9:25:50 a.m., I observed a crystal-like substance being thrown from the driver’s window by Mr. Cox. At 9:25:57 a.m., Mr. Cox
drifted left from the inside lane into the left-turn lane, leading me to believe he was finally pulling over into the driveway of 6400
Jenny Lind Road. Mr. Cox then abruptly accelerated and continued northbound in the center turn lane, which contained
oncoming traffic. At 9:26:07 a.m., Mr. Cox threw a white plastic baggie out of the vehicle. This baggie can be observed on the
in-car camera footage. Mr. Cox continued driving northbound in the center lane past the end of the designated turn lane.
At 9:26:45 a.m., I attempted my first tactical vehicle intervention (TVI), but I recognized that my initial contact with the suspect
vehicle’s rear passenger-side quarter panel was too shallow. I then fell back and repositioned for a second attempt. Mr. Cox
abruptly braked as I closed the distance, indicating he was actively trying to prevent the TVI. Mr. Cox then attempted to make a
left turn toward Jacobs Avenue. I determined this presented a safe opportunity to conduct a second TVI. I made contact with
the rear passenger door of Mr. Cox’s vehicle using the driver-side front portion of my wrap-around bumper. The suspect vehicle
began rotating clockwise, allowing me to further push it around. At the same time, Mr. Cox continued to accelerate and traveled
head-on into Trooper Phelps’ vehicle, causing a collision that stopped the suspect vehicle and prevented further flight.
At approximately 9:26:58 a.m., in-car camera footage from Trooper Phelps’ unit shows Mr. Cox throwing a white plastic baggie
out of the vehicle from his seated position. Commands were given to Mr. Cox to exit the vehicle, and he complied. Mr. Cox was
taken into custody without further incident.
Inside the left pocket of Mr. Cox’s jacket was a large sum of cash totaling $3,260. Also located on his person was a brown
plastic baggie, tied in a knot at the top and appearing to have been ripped open. This baggie was consistent in size with the
small white baggies Mr. Cox discarded at 9:26:58 and 9:26:07. A search of Mr. Cox’s vehicle resulted in the discovery of a
large crystal-like rock on the floorboard where Mr. Cox had been seated. We believed this substance to be methamphetamine,
weighing approximately 3.09 grams. Also on the floorboard were three greenish-colored pills marked with the number “15,”
believed to be oxycodone. Several prescription bottles not belonging to Mr. Cox were located in the vehicle. A brown rolled
piece of paper containing what appeared to be marijuana was located in the rear floorboard behind the driver’s seat. One of the
prescription bottles located inside the vehicle belonged to an individual who had their house burglarized recently. This individual
had reportedly had their oxycodone bottle stolen along with $5,000 in cash.
