The state government has decided to completely overhaul the teacher transfer process in an effort to bring about reform and balance within the education system. For the first time, the 'teacher-student ratio' will serve as the primary basis for teacher transfers. The main objective of this initiative is to ensure that every school has an adequate and balanced number of teachers, thereby enabling students to receive quality and appropriate education. This move by the Education Department is being hailed as a step that will chart a new course for the education sector.
The implementation of this new policy is expected to have a direct impact on approximately 587,000 teachers. This policy will be enforced across Bihar's 71,000 primary schools, as well as its 9,360 secondary and senior secondary schools. The Education Department asserts that this initiative will not only ensure a balanced distribution of teachers but will also help address the shortage of teachers in rural and underdeveloped regions. Ultimately, this will ensure that in the state boasting the country's largest educational network, all children receive equal access to quality education, and that the workload among teachers is distributed equitably.
Under this new framework, a 'Standardization Committee' will be constituted to determine the requisite number of teachers for each school. This committee will be responsible for establishing the precise number of teachers required in any given school; teacher transfers will be executed strictly on the basis of these determinations. This entire process is being termed 'Proportionalization.' The goal of this proportionalization is to maintain a balanced teacher-student ratio in every school, ensuring that no specific region or school suffers from either a surplus or a deficit of teachers. Through this measure, the Education Department aims to guarantee that students in every school have access to quality education and that the number of teachers is commensurate with their respective responsibilities.
To formulate this new policy, the state government has constituted a high-level committee. The Education Secretary will serve as the Chairperson of this committee, while the Director of Primary Education, the Regional Deputy Director of Education for the Kosi Division, officials from the Bihar Education Project, and the Director of Secondary Education have been appointed as its members. The committee has been directed to draft the new policy and submit it to the Education Department within 15 days. In this regard, an order has been issued under the signature of Ajay Satish Bhangra, Deputy Secretary of the Education Department.
The government has clarified that a moratorium on all types of teacher transfers will remain in effect until the new policy is implemented. This implies that all current transfer processes will remain suspended. The proposed policy will be applicable to teachers across all government and government-aided primary, middle, secondary, and higher secondary schools in the state.
Experts believe that a transfer policy based on the teacher-student ratio will enhance both equity and quality in education. This will not only ensure the proper distribution of teachers but also enable students to benefit from a superior quality of education. All eyes are now fixed on the committee to see what kind of policy it formulates and by when it is implemented. The Education Department states that once the new policy comes into force, significant changes will be witnessed in Bihar's education system, and a more equitable distribution of teaching resources will be ensured.
