21.03.25 Council Tax Hearing / Law ignored

I turned up today to challenge the understanding that I'm liable to pay council tax. I cited the law that in my understanding has the council being liable and not me, even though this law has not been repealed or amended by the ACT they are stipulating makes me liable, pushed forward anyway as though i am liable, on the back of saying I can make a judicial review against the decision. Which i shall do.
Local Government ACT 1888 section 79 paragraph (2)
(2)All duties and liabilities of the inhabitants of a county shall become and be duties and liabilities of the council of such county.
The Judge also clearly showed favour towards the council's Finance ACT 1992 by not investigating that such law infringes on my rights in the realm
“I, ________ , do swear by Almighty God that I will well and truly serve our Sovereign King Charles the Third in the office of _______ , and I will do right to all manner of people after the laws and usages of this realm, without fear or favour, affection or ill will.”

Oh dear lol, just found out an older law doesn't actually supersede a newer law in their jurisdiction, it's the other way round (kinda makes sense so they can keep moving the goal posts)
Implied Repeal:
If a later Act of Parliament addresses the same subject matter as an earlier Act, and the two are inconsistent, the later Act is considered to have "impliedly repealed" the earlier one
I shall still at very least put in an application for appeal, on the basis i wasn't rebutted by the understanding of Implied Repeal.
