The North Seberang Perai District (Malay: Daerah Seberang Perai Utara, abbreviation as “SPU”), is an administrative district on the mainland part of Penang State, Malaysia. It covers an area of 267 square kilometres, and had a population of 286,323 at the 2010 Census. The district is bordered by Muda River in the north which separates Kuala Muda district in Kedah, Kedah state border in the east which separates Kulim district, Perai River in the south which separates Central Seberang Perai and North Channel which separates Penang Island. The district capital is Kepala Batas, and the largest town is Butterworth. Other localities that are located in North Seberang Perai include Penaga, Pinang Tunggal, Bertam, Tasek Gelugor, Teluk Air Tawar and Mak Mandin. It is one of the three administrative districts in the Seberang Perai region, the mainland portion of Penang State. Paddy is largely cultivated in North Seberang Perai as most parts of it is covered by paddy fields
Kepala Batas is a town and Government Office Complex for the district of Seberang Perai Utara, Penang, Malaysia. It is located halfway from Butterworth to Sungai Petani, 30 km from George Town.The head of the boundary also means the front of the boundary of the paddy field. The boundary is the divider between the lands of the paddy farmers.The People's Representative in Kepala Batas is the former Prime Minister of Malaysia, Abdullah Ahmad Badawi, as his village.
Kepala Batas is also very close to Tasek Gelugor, Penaga and Bukit Mertajam. Tasik Gelugor Railway Station is now also another alternative station to travel to the South for the residents here.This city with Penang is also a city like Kuala Lumpur and Gombak in Penang.
‘Kepala Batas’ means the front part of a paddy field. The boundary is the divider between the lands of the paddy farmers. Usually this boundary is made of soil as a water retaining wall so that the water level in the field is not too much. If the water level in the field is more than an inch, paddy is quite difficult to grow. Paddy seedlings will sink, especially if after heavy rains. The water limit in the field should be controlled at all times.As a coastal area, this area in the past had poor drainage and was often hit by floods. Thus it is not suitable for crops except rice that grows in water. Drainage construction is therefore a step for land rehabilitation or reclamation. Many areas in Kedah and Penang go through this process. Sungai Korok in Kedah and in Penang is a plate of workers from Java who call it "korok" while in Kedah it is more accurately called Sungai Korek. On the banks of the Korek River there is usually a pile of soil from the ditch as a fort to prevent the ingress of salt water. The mound of soil along this dredge is called a boundary or bund in English. The end of this bund where the trench ends or collides with another trench is called the boundary head. Therefore we can find some places in Kedah and Perlis have the same name which is Kepala Batas.
