Dzhokhar Dudayev, the rebel president of the Chechnya republic, has compared the actions of President Boris Yeltsin in invading Chechnya, with the actions of Stalin.

In a brief press conference, Dudayev demanded the withdrawal of Russian troops from Chechnya and called for negotiations to start immediately between Moscow and Grozny.

SOUNDBITE: (Russian)
The Chechen Republic issues the following statement....Standing by the rules for solving any conflict through peaceful means, the Chechen Government states the following:
1. We recognise that the start of talks between the Chechen Government and the Russian Federation is a positive development.
2. The Government of the Chechen Republic believes it is unavoidable and important to end military actions, to remove Russian troops from Chechen territory and to immediately begin negotiations without any prior conditions.

There are reserves of strength to get us out of this situation. We have not lost everything.
