Sarah Knight DEMANDS that the Texas Commission on Jail Standards (TCJS) count out of state custody deaths. In 2024 her son Jaleen Anderson died in LaSalle Correctional Facility, a private prison in Louisiana, after being shipped out of state by Harris County Jail.
Sarah Knight has been fighting since then for her son's death to be counted in the database.
Two weeks after this meeting, on August 25 2025, TCJS announced to all Texas Sheriffs that "beginning September 1, 2025, Texas County Jails WILL BE REQUIRED to report the death of any of their inmates housed in a facility located outside the state of Texas." This is a major win for advocates and mothers like Sarah Knight who have been fighting tirelessly for their loved ones to be counted in death!
Additionally, Billie Davis, Thomas E Marshall Jr., Jaleen Anderson, and Erik Carlson have finally been added to the Death in Custody database maintained by the Texas Commission on Jail Standards. These four men died in Louisiana after being shipped out pretrial from Texas county jails.
Their deaths were never counted! Until now.
These men were transferred to LaSalle Corrections in Louisiana by Harris County and Liberty County between 2021-2025.
