Access to basic government services has become significantly easier for residents of Arunachal Pradesh’s youngest district, Keyi Panyor, following the launch of KP Suvidha, the state’s first WhatsApp-based digital governance platform.
Launched by the district administration on April 4, 2025, the initiative enables citizens to apply for essential services directly through WhatsApp, eliminating the need for repeated visits to government offices, a major hurdle in a district where nearly 85% of the population lives in rural areas with limited public transport.
The bilingual chatbot, available in Hindi and English, offers access to over 30 services, including birth and residence certificates, PRC and ST certificates, document corrections, vehicle registration, and police verification. Applicants can track their requests in real time, and the service is provided free of cost.
Officials said the platform has helped reduce processing time while improving transparency. Since its launch, more than 10,000 applications have been processed. On average, around 1,200 applications are received every month, with nearly 900 being successfully completed.
“We had to travel repeatedly to government offices for certificates, but now I can apply from home. KP Suvidha has made it very convenient,” a beneficiary said.
Earlier, residents often spent an entire day and considerable money on transport to obtain basic documents. The platform has proved particularly useful after the district’s separation from Lower Subansiri, when many residents required corrections to their Permanent Residence Certificates.
Community participation has played a key role in the project’s success, with trained youth volunteers and self-help groups assisting villagers in submitting digital applications. SHG representatives were also trained by the administration to improve outreach.
Local organisations, including the Kalapaiyin Multipurpose Cooperative Society, which covers 42 villages, said the platform has made governance faster and more accessible.
Officials believe KP Suvidha has helped bridge the gap between citizens and the administration, while strengthening transparency, trust, and inclusion in service delivery.
